Budget 2024: Financial Support for Young Parents in Singapore

Welcoming a baby into your life is a joyous occasion, but it also comes with new financial responsibilities. Before becoming a parent, many of us hardly noticed the rising costs around us. A ten-cent increase in our daily kopi peng? No big deal! But now, with expenses for diapers, childcare, and formula piling up, it’s a different story. Fortunately, the recent Budget 2024 has introduced several support measures that can ease the financial burden for young families like yours.

Understanding the Financial Relief Available

Using the Support For You Calculator, many families have discovered that they can receive over $2,000 in cash and benefits to help with living expenses. Every Singaporean household will benefit from $600 in CDC vouchers, with $300 available at the end of June 2024 and the remaining $300 in January 2025. These vouchers can be a lifesaver for grocery shopping and meals at hawker centres, making daily expenses more manageable.

Living in an HDB flat has its perks too! Households are eligible for U-Save and Service and Conservancy Charges (S&CC) rebates, which can significantly lower monthly utility bills. Plus, the Cost-of-Living Special Payment will provide eligible Singaporeans with a cash boost of $200 to $400. Don’t forget about the extra $200 in NS LifeSG credits, which can be used at over 100,000 merchants, both online and offline.

Additionally, parents will receive a one-time MediSave Bonus of up to $300 to help cover medical bills and insurance premiums.

Lower Preschool Fees Coming Soon

Starting in 2025, the government will lower the fee caps for full-day childcare in government-supported preschools. This is fantastic news for parents planning to enroll their little ones in a Playgroup! If you choose an anchor operator preschool, monthly fees will be capped at $640 (excluding GST). With the basic subsidy of $300 available for working mothers, childcare expenses will fit nicely within your budget. The fee caps will be further reduced in 2026, which is reassuring for families considering a second child.

For lower-income families with non-working mothers, increased childcare subsidies will also be introduced.

Tax Reliefs and Additional Support

This year, families can look forward to a 50% Personal Income Tax Rebate for the Assessment Year 2024, capped at $200. The annual income threshold for dependant-related tax reliefs will be raised from $4,000 to $8,000 in Assessment Year 2025, providing more support for caregivers.

For families waiting for their BTO flats, assistance will be available through a one-year Parenthood Provisional Housing Scheme (Open Market) Voucher, helping them rent an HDB flat. Lower-income families can also benefit from the Comlink+ Progress Packages, which offer supplementary assistance when they secure a job and maintain it for at least three months. Those making voluntary CPF contributions will receive matching government grants, boosting their savings for future home purchases.
