Pan, a local resident, shared his surprise with Shin Min Daily News. He speculated that the paint had splattered from a passing truck, which may have been rocking as it drove by.

Around 3 p.m., reporters arrived at the scene and observed cars driving over the paint, making the situation even worse. Near the accident site, a paint bucket was discovered. Although workers had set up barricades, pedestrians could still cross the road, leading to further mishaps.
