Gang Violence in Singapore: A Call for Community Awareness
A shocking incident recently unfolded in Singapore, where a group of ten gang members, armed and seeking revenge, targeted the family of a rival gang member. When they couldn’t find their intended target, they turned their aggression on his parents, resulting in serious injuries. This alarming event highlights the ongoing struggle against gang violence in our society.
Understanding the Criminal Law (Temporary Provisions) Act
In response to such violent acts, seven of the gang members were dealt with under the Criminal Law (Temporary Provisions) Act (CLTPA). This important legislation allows the Minister for Home Affairs to detain individuals or place them under police supervision for security reasons. Minister of State for Home Affairs, Muhammad Faishal Ibrahim, recently discussed the significance of this Act in Parliament, as it was renewed for the 15th time, extending its provisions for another five years.
Under the CLTPA:
– Individuals with a detention order can be held for up to 12 months.
– Those under police supervision may be monitored for up to three years.
This law is particularly vital in cases where witnesses are too frightened to testify in court, fearing retaliation from gangs.
Statistics and Impact on Society
From October 21, 2019, to December 31, 2023, a total of 123 individuals were processed under this Act, with 86 detention orders and 37 police supervision orders issued. Although the numbers have decreased, Faishal stressed that these figures remain significant in the fight against secret societies and criminal activities, such as unlicensed moneylending. He pointed out that the Act has successfully targeted leaders of moneylending syndicates involved in over 1,800 debtor harassment cases.
While Singapore has fewer active secret societies compared to other countries, they still pose a threat. These groups often recruit young Singaporeans into illegal activities, undermining our law and order.
Safeguards Against Abuse of Power
To prevent misuse of the CLTPA, several safeguards are in place:
– The Home Affairs Minister must obtain approval from the public prosecutor before issuing any detention or supervision order.
– An independent advisory committee, led by a sitting Supreme Court judge, reviews each case.
– Detainees are informed of the reasons for their detention and have access to legal counsel.
Additionally, each detainee’s case is reviewed annually, and a third advisory committee assesses cases considered for detention beyond ten years. The President has the authority to confirm, adjust, or revoke orders based on recommendations from the Cabinet.
