Residents of Clementi Ave 3 are facing a unique challenge as an elderly man in his 70s has been spending nights with his girlfriend at the stairwell of an HDB block. This situation has raised eyebrows and concerns in the community, especially with the couple’s recent behaviour.

Since December last year, local resident Li Baihua has spotted the couple sleeping at Block 441A. Despite her husband offering them water and money, the elderly man declined help. He has limited mobility and relies on a walking stick, which makes the situation more troubling. Recently, the couple has been leaving leftover food behind, creating an unsightly mess that has become intolerable for the residents. Li expressed her worry that this could attract pests like insects and rats.
The elderly man revealed to Li’s husband that he has a home in Teban Gardens but did not explain why he prefers to sleep in the stairwell. Adding to the discomfort, Li has seen the man lying down in his underwear with his girlfriend, who was recently let go from a nearby coffee shop. Residents feel that such behaviour is inappropriate, especially with children around.

The situation escalated when a Facebook user named Wan Ru Sek shared the couple’s story online, seeking suggestions on how to handle the ongoing issue. Despite attempts to involve the police, the elderly man often fled before they arrived. A reporter from Shin Min Daily News visited the area and reported finding stains and a foul smell, along with cardboard boxes left by the couple.
Support from Local Authorities
Dr Tan Wu Meng, the MP for Jurong GRC, has stepped in to address the situation. He is working with the Ministry of Social and Family Development (MSF) and other agencies to assist the elderly man. Although the MSF was notified, they have struggled to locate him despite several attempts. They have promised to keep searching and provide the necessary support.

According to a 2023 report by the MSF, the number of rough sleepers in Singapore has decreased significantly, from 921 in 2019 to 530 in 2022.
