From BTO Dreams to Resale Reality: A Couple’s Journey Amidst the Pandemic
Joe Chung and his wife, Elizabeth, had their hearts set on a Built-To-Order (BTO) flat in Punggol when they tied the knot in 2021. However, the pandemic threw a spanner in the works, forcing them to rethink their plans. Instead of waiting for their BTO, they opted for a resale flat.
The Impact of Covid-19 on Their Plans
The couple faced unexpected delays in getting the keys to their 4-room HDB unit at Waterway Sunrise II. Joe, a 35-year-old banker, shared his disappointment during a chat with AsiaOne. “I was really looking forward to moving in,” he said. With both of their parents living in Serangoon Gardens, they preferred not to squeeze into one home while working remotely.
Initially, they considered renting, but the soaring rental prices discouraged them. They even thought about pulling out of their BTO application, but decided to stick it out, hoping their flat would be ready soon. They applied for their BTO in February 2017, expecting to collect the keys by 2022, but it wasn’t until January of this year that they finally received them.
Renovations and Reimbursements
Now that they’ve completed the necessary rectification work, renovations are set to begin next month. Joe is optimistic about moving in by July or August. The good news is that HDB will reimburse flat buyers affected by delays under the Covid-19 (Temporary Measures) Act. Joe and Elizabeth will receive $6,500, which will help cover new appliances for their home.
According to HDB, nearly 900 buyers faced delays, and reimbursements range from $1,000 to $10,500, with an average payout of $5,750. This financial relief is a welcome boost, but Joe admits, “I’d rather have my flat than the delayed payment.”
Updates from HDB
In a recent update, HDB announced that seven blocks of the 1,014-unit project have been completed, with 58% of the 951 buyers already receiving their keys. Minister of National Development Desmond Lee revealed that 9 out of 10 BTO projects experienced delays due to the pandemic, averaging a 4.7-month wait. However, HDB has successfully delivered over 200,000 keys to families and plans to hand over an additional 200,000 keys this year, barring any unforeseen circumstances.
Community Support and Consideration
Daryl Pang, who also recently received his keys, shared his experience of waiting with his wife, Ivy Chua. They stayed with family while anticipating their new home, and now they aim to complete renovations by May, just in time for Ivy’s birthday. Daryl mentioned that they would receive $7,000 from HDB to assist with their renovation costs.
Reflecting on the challenges of the past two years, Daryl said, “The silver lining is that it has helped us get to know each other better and overcome obstacles together.”
