Constant Disturbances

One resident, Shen, shared that the woman’s screams start early in the morning and can last until late at night. At her peak, she reportedly screams up to 10 times a day. Another resident, who chose to remain anonymous, noted that the shouting has recently escalated to the afternoons and evenings as well. These outbursts can last for several minutes, only to be interrupted by brief pauses before starting again unpredictably.

Residents have expressed their frustration, stating that their once-peaceful estate has turned into a source of anxiety. The loud shouts, along with door slamming and liquid being poured from her home, have left many feeling unsettled. Videos captured by neighbours show the woman with short blonde hair opening her window and shouting loudly, often using profanity.

Police Intervention

The police have been called over 20 times regarding this issue. During a visit from a news reporter on December 29, residents confirmed they could hear the woman’s screams, which often disturb their sleep. One neighbour living directly below the woman expressed helplessness, having just moved in and unable to sell their flat to escape the noise. Another resident shared their fear of the outbursts and their desire to move out, but they are tied down by a lease agreement. Some residents have even resorted to staying at friends’ houses to avoid the disturbance.

Despite multiple calls to the police, attempts at mediation have been unsuccessful. One resident mentioned that when the police arrived, the woman did not answer the door, leaving the lights off and the windows tightly shut.

Government Response

In April 2023, Minister for Law and Home Affairs, K Shanmugam, indicated in a parliamentary reply that noise complaints should ideally be resolved through community efforts rather than police intervention, unless safety is a concern. The government plans to set up a dedicated unit to address serious noise disputes between neighbours. This initiative aims to create stronger laws and introduce mandatory mediation under the enhanced Community Dispute Management Framework (CDMF).
